What is the issue with the HTML Standard?

In #11856 it was pointed out that controls for animated images might make sense. If any user agent were to do this we'd first want to figure out the interaction with https://drafts.csswg.org/css-image-animation-1/ and also whether we should have a dedicated JavaScript API for control, similar to media elements.

I imagine that, like resize controls, the controls would set image-animation in inline style on the element.

This would ensure that we don't drift in functionality between the two, since every bit of HTML control would work via a CSS value.
