Residents of Parañaque City received an early financial relief from the new administration of Mayor Edwin L. Olivarez after the mayor signed an ordinance declaring a three-month tax amnesty for all delinquent property owners starting August 15, 2013.
“I am pleased to announce that our property owners now have the opportunity to settle their tax delinquencies and I urge them to take advantage of this window because this will be the first and last tax amnesty under my administration,” Mayor Olivarez said.
The local chief executive, who certified the tax amnesty ordinance as urgent, said he expects the measure to shore up the city’s tattered finances since many taxpayers had been holding back on their obligations because of back taxes, surcharges and penalties that have piled up during the previous years.
“We have done our part; now it is the turn of our taxpayers to do their duty and pay their taxes so that the city government can also meet its obligations and deliver much needed basic social and economic services to the people of Parañaque,” Mayor Olivarez said.
The mayor signed City Ordinance No. 13-08 (04) entitled, “An Ordinance Providing for Financial Relief Through Tax Holiday for a Limited Period to Owners of Real Properties in the City of Parañaque” last Tuesday, July 30, just five days after it was passed by the City Council during a marathon session last week.
Mayor Olivarez thanked the City Council headed by Vice Mayor Rico Golez for their cooperation and prompt action in passing the amnesty ordinance, which will be in effect from August 15 to November 15, 2013 after its requisite newspaper publication.
The amnesty covers all real properties and improvements that have not been declared for assessment purposes and are thus not included in the city’s assessment rolls, as well as real properties whose real property taxes have not been paid for the last five years.
It stipulated that real properties which will be declared for the first time during the amnesty period shall be assessed for the period during which it should be liable, but the assessment period of ten years prior to initial assessment is reduced to five years, effectively granting a 50% discount on the tax due and without penalties and surcharges.
Real properties that have been issued notices of change in classification from residential to either commercial or industrial by the City Assessor from 2008 to the present and whose taxes have not been paid are also granted exemption from the payment of surcharges and penalties if the owners avail of the amnesty to settle their obligations.
Owners of declared real property who failed to pay their real property taxes for the last five years are likewise exempted from the payment of penalties and surcharges provided that their delinquencies are settled during the amnesty period.
Properties with pending or protested cases with the courts are not qualified to avail of the amnesty.
