Wrong UTF-8 chars when changing form entries from Spam to Not Spam #1519

The bug

We have a form (https://galicia.wordcamp.org/2025/a-tua-academia-online-baixo-a-lupa-consultoria-expres-con-lua/). Entries sent with this form that go to SPAM are OK with UTF-8 characters. When we mark it as NOT SPAM, UTF-8 chars are wrong.

To reproduce

Steps to reproduce the behavior:

  1. Select a form answer with UTF-8 chars marked as SPAM
  2. Mark it as Not SPAM
  3. See the error
