Title IX

Title IX: Ensuring Safety, Respect, and Equal Opportunity for All

At Portland Public Schools (PPS), everyone deserves to feel safe, respected, and valued.
Title IX is a federal law that helps make that possible by protecting students and staff from sex-based discrimination in all school programs and activities.

What Title IX Protects

Title IX of the Education Amendments Act of 1972 says that no person in the United States shall, on the basis of sex, be excluded from participation in, denied the benefits of, or subjected to discrimination under any education program or activity receiving federal financial assistance.

Under the current Federal regulations, this means Title IX protects against:

  • Sexual harassment, sexual assault, or sex-based bullying
  • Unequal treatment or access in sports, clubs, or classroom programs
  • Discrimination based on sex
  • Retaliation for reporting or supporting someone who reports discrimination

Title IX covers all PPS students, staff, and visitors — in classrooms, on buses, during activities, and at all school-related events.

Our Commitment

The PPS Office for Civil Rights is committed to creating safe, inclusive, and equitable learning spaces for every student.
Our Title IX team:

  • Responds quickly to all reports of sex- or gender-based discrimination or harassment
    Investigates concerns thoroughly, fairly, and with care for everyone involved
  • Provides support to students and families during and after reports
  • Trains staff and students to prevent discrimination and promote respect
  • Collaborates with school leaders to ensure compliance and accountability

We believe that education is stronger when everyone feels safe to learn and be themselves.

If You Experience or Witness Harassment or Discrimination

If you or someone you know experiences discrimination, harassment, or sexual misconduct:

  1. Tell a trusted adult — like a teacher, counselor, or administrator.
  2. Contact the PPS Office for Civil Rights — we’re here to listen, support, and act.
  3. You may also file a Title IX report or complaint.

Reports can be made by students, families, or staff. All concerns are taken seriously, and retaliation is never allowed. Reach us anytime at civilrights@pps.net.
