Modifications of Vector 2022: new gadgets and user scripts

- Auto change content width depending on the type of the page: Andrybak/Vectron
- User-script: Fixed top bar.css by Nux
- User-script: Vector-2022-condensed by Quiddity (changes to: whitespace, top-bar, sidebar, small-windows, misc other)
- User-script: Header links (Icons) / (Text) by Terasail: Add the user dropdown links to the static and stick headers.
- Changes to the table of contents
