About the Cumbria Combined Authority
How the Cumbria Combined Authority will work
The creation of Cumbria Combined Authority (CCA) and election of a Mayor is required by Government to access the devolved powers and funding on offer.
We will work with the two authorities, Cumberland Council and Westmorland and Furness Council, on Cumbria-wide strategies. The individual councils will still deliver public services and existing business and community partnerships will continue to operate as before.
What devolution means for Cumbria
More say in big decisions
Cumbria’s Mayor will represent the county nationally and regionally, ensuring local priorities influence government and major decision‑making.
More powers exercised locally
New powers will move from central government to the CCA, giving Cumbria greater control over transport, skills, and local development.
More investment in local priorities
Cumbria will receive long‑term investment through a Mayoral Investment Fund, alongside new tools to support local growth and infrastructure.
Our focus areas
Transport and planning
We will lead local transport responsibilities and develop the next Cumbria Local Transport Plan, setting direction for highways and public transport.
Skills and employment
We will manage Cumbria’s share of the Adult Skills Fund and wider programmes to help adults gain qualifications and improve access to good local jobs.
Business and innovation
We work with local partners to support business growth, attract investment and strengthen Cumbria’s economy for the future.
Communities and environment
We support sustainable communities and protect Cumbria’s natural environment, including work on resilience, rural devolution and environmental management.
Transfer of PFCC functions
After the May 2027 mayoral election, Police, Fire & Crime Commissioner (PFCC) functions are expected to move to CCA to support more integrated public services.
