It's very simple. Robin needs Coil to help him investigate the new city and get himself situated. Coil wanted to go into the city anyway, but was terrified of the idea of crossing the ocean. So Robin knocked him out, dragged him onto the tram, and no one said anything about it.
It's amazing what you can get away with if you act like what you're doing is prefectly normal.
They're on their way over, now. There's probably another... twenty minutes of journey left as they glide smoothly over water that would be serene and beautiful to anyone else. He's got Coil propped up in a sitting position and leaning over against his shoulder. At least that way he could say the guy's just taking a nap or something.
He himself is just happy at the idea of getting away for a while and is watching their progress with detached enjoyment. There's a lot of work to be done.
