Jones (2000) celebrated book has inspired a generation of work that has been devoted to understanding the causes and consequences of outsourcing. While much of this work has focused on the outsourcing versus domestic production decision of the firm with labor cost-saving as the key driver for outsourcing, we further explore how preference-based outsourcing may arise in a dynamic world equilibrium. We address this problem in a North-South model in which the outsourcing decision depends not only on labor costs but also on information about local preferences that arise with outsourcing. As the South develops, demand for manufactured goods becomes more important, so identifying specific tastes of South consumers matters more. As a result, preference-based outsourcing displaces cost-saving outsourcing. Our quantitative analysis indicates that, as both agricultural and manufacturing technologies grow over time, the dynamic world equilibrium switches from the export regime to the cost-saving outsourcing regime, and eventually to the preference-based outsourcing regime.

The distribution of tax revenues argument shows that voters with high direct tax burdens prefer tariffs to subsidies. The uncertainty argument demonstrates that if actual tariff and subsidy rates are chosen from the set of individually optimal rates then the range of tariff rates is smaller than the range of subsidy rates. Thus, tariffs might be preferred even though they are less efficient. Finally, the large country argument shows that if a country is large then voters whose income shares decline with more protection prefer tariffs to subsidies. We model the behavior of the legislators as well as their constituents as an infinitely repeated divide-the-dollar game. The game has a stationary equilibrium with the property that the legislature imposes on itself a non-trivial seniority system, and that incumbent legislators are always reelected.

The authors derive intriguing results about the motivation of a dominant exporter in three specific cases: (1) when importer's demands are affected by supply uncertainty; (2) when disruptions occur among a competitive fringe of suppliers; and (3) when the dominant seller has capital invested in the importing country. While the authors abstract from many real world complexities to make their analysis tractable, they offer several thought-provoking insights and provide a solid foundation that should stimulate further research. 13 refs.
