This book is a visual guide to the territorial dynamics operating within a territory. The reading of such dynamics is fundamental in understanding the role of food in cities. This atlas provides a refreshing approach to the study of the city and of its territory, expanded from the perspective of the food system. This book illustrates the impacts of urban planning options on the function of the contemporary Food System of the Lisbon Region, while disclosing its associated urban form solutions. It provides a possible methodology for the reading of the food system based on an analysis of planning instruments and their morphological outcomes, both in the territory but also on the various built forms which have resulted over time. A key focus of the atlas is exploring how planning has regulated the evolution of the Lisbon Region since the 20th century and its implications on the food system. The atlas results from an exhaustive survey and research work conducted in Lisbon Metropolitan Area for a research project, SPLACH – Spatial Planning for Change, for the past 3 years, in terms of the analysis of its Food System and Urban Planning, aiming to inform the delineation of planning strategies towards a sustainable urban environment. It is an important reference for planners, architects, planning and architecture students as well as municipal technicians and the general public, as it provides a refreshing and useful source of information to support further readings about the food system and its relations to urban planning instruments and urban form solutions. Furthermore, it builds a contemporary reading about possible solutions to promote a sustainable transition of the current food systems, while enhancing the strategic role of planning and urban form.

Abstract:

The Water and Agriculture Atlas: Lisbon region in 1900-1940 focuses its analysis on the territory, which corresponds today to the Lisbon Metropolitan Area. This Atlas results from work conducted for the Research Project MEMO -Evolution of the Lisbon Metropolitan Area Metabolism. Lessons towards a Sustainable Urban Future (PTDC/EMS-ENE/2197/2012), financed by the Portuguese Science Foundation.
This Atlas exposes the results of the application of a model of visual characterization, applied to water elements (for domestic and agricultural purposes) and the main crops in the Lisbon region around 1900 and 1940. The results of the cartographic survey expose the existence of a complex mosaic of different landscapes, which testify various practices of water management and agriculture uses of the territory, by man, for over a century. Furthermore, it allows visualizing changes but also permanence’s within the various types of water elements and crops, geo-referenced for 1900 and 1940 in Lisbon region.
This Atlas contains two files. A PDF file and a KMZ file which allow an interactive overview of the various elements (Crops, Farms, Settlements, Water Elements) that integrate the present Atlas, through the Google Earth application.

O presente Atlas resulta de um trabalho de investigação realizado no âmbito do Projecto MEMO (PTDC/EMS-ENE/2197/2012), onde se expõe os resultados da aplicação de uma proposta de modelo de caracterização visual de elementos relacionados com o uso da água (para fins domésticos e agrícolas) e as principais culturas agrícolas na região correspondente à actual Área Metropolitana de Lisboa cerca de 1900 e 1940.
Este Atlas é composto por dois ficheiros. Um ficheiro em formato PDF e um ficheiro em formato KMZ, para consulta interactiva dos vários elementos (Cultivos, Elementos de Água, Povoações e Quintas) que informam o presente Atlas através do aplicativo Google Earth.

A primeira parte da obra constitui uma análise genérica do campo de conhecimento da morfologia urbana e coloca em evidência as três perspetivas disciplinares mais relevantes no contexto português: histórica, geográfica e arquitetónica. A segunda parte centra-se num conjunto de abordagens morfológicas específicas, incluindo a análise sintática, os autómatos celulares e a modelação baseada nos agentes. Por fim, a terceira parte do livro explora as relações entre a análise morfológica e o desenho da cidade contemporânea.

The main aim of this chapter is to demonstrate ways in which the urban territory, including urban-rural areas and suburbs, can be transformed into a social, economic and environmental opportunity to transform their current unsustainable urban metabolism into a sustainable one. Moreover, it aims to reflect on the solutions of new urban configurations that such metabolic transformations do provide. In order to do so, this paper is organised in two parts. The first part addresses the issue of sustainability throughout a critical review of the available body of knowledge that has encompassed the field of urban form analysis against its contribution to sustainability. The second part aims to reflect of the Urban Metabolism and expose an analysis of a specific case study, Vrin, located in Switzerland, while exhibiting the results of a successful urban-rural transformation that have coped with processes of economic, social and environmental changes, but that has also proved to provide a new urban-rural configuration imposed by a change of urban metabolism to guaranty Vrin’s survival and sustainable transformation.

The main aim of this paper is to describe the way urban morphology can be taught in an academic environment so as to address the consequences of the modern way of life imposed by processes of urban development, while presenting an analysis of Portuguese reality. To do that, this paper is structured in four parts. The first part introduces the present situation of the Portuguese academic reality regarding the teaching of urban morphology, while offering a brief portrayal of the Portuguese institutes of higher education that incorporate the study of urban form, based on their curricula. The second part presents a specific case study while describing how urban form has been studied at ISCTE for the past 17 years, allowing it to be included in the national range of significant knowledge of urban morphology. The third part of this paper goes back to the origins of the actual academic situation, while: i) analysing the introduction of ‘urban morphology’ in the Portuguese academic curricula of architecture, by law 34:607 in 1945; and ii) briefly analysing the Portuguese cultural and political context at the time this law was decreed. The fourth part exposes the role of the 1948 National Congress of Architecture in this process, and finally, the influence of the law in the teaching of urban morphology at Portuguese Architecture courses, but also its implications in urban practice.

"O presente texto refere-se à comunicação O PUCS e os vazios Planeados: Novas oportunidades para o ordenamento sustentado da Costa do Sol apresentada na Conferência Plano de Urbanização da Costa do Sol – Uma Visão Inovadora para o Território , que teve lugar em Oeiras a 27 de Setembro de 2008, no âmbito das Jornadas Europeias do Património 2008.
Alicerçou esta comunicação a oportunidade promovida pela Câmara Municipal de Oeiras na organização de uma conferência sobre o Plano de Urbanização da Costa do Sol, assente numa abordagem de valorização e protecção patrimonial, e em particular o convite que me foi formulado pela Professora Doutora Margarida Pereira, a coordenadora científica desta iniciativa, no sentido de apresentar uma comunicação que reflectisse acerca das oportunidades proporcionadas pelo PUCS, nomeadamente no território que integra o concelho de Oeiras.
Assim, pretendeu-se através desta comunicação oferecer uma leitura renovada sobre os vazios planeados, pelo arquitecto urbanista Etienne de Gröer, para a Costa do Sol na década de 40 do sec. XX, aquando da realização do  Plano de Urbanização da Costa do Sol (PUCS), dar a perceber qual o resultado desses vazios 60 anos depois, e identificar as oportunidades que esses mesmos vazios nos potenciam hoje, do ponto de vista de um ordenamento sustentado do território.
O PUCS considerado por vários autores como o primeiro plano nacional de ordenamento sub-regional, é também defendido como tendo sido uma oportunidade para que o arquitecto urbanista Etienne de Gröer pusesse em prática os princípios técnicos da Cidade Jardim. Contudo, embora muito se tenha escrito sobre os diversos planos (parciais) do PUCS, pouco se tem avançado no que se refere sobre a articulação que esses mesmos planos estabeleceram com o meio natural planeado por Etienne de Gröer para o PUCS – os vazios.
Por forma a responder aos objectivos propostos, o presente texto encontra-se organizado em três partes. A primeira parte procederá a uma análise contextual e programática do PUCS, incidindo sobre os seus antecedentes, o significado de “vazios planeados” e os modelos de planeamento que influenciaram o arquitecto urbanista Etienne de Gröer na realização do PUCS, nomeadamente no que se refere aos ‘vazios planeados’ localizados entre os diferentes Planos de Urbanização e que compõem na sua totalidade a unidade que se constituiu como sendo o Plano de Urbanização da Costa do Sol. Numa segunda parte, enuncia-se de forma sumária, um conjunto de modelos de verde urbano no planeamento urbano, que atribuíram ao verde urbano um papel tão significativo quanto aquele atribuído por Etienne de Gröer no PUCS. Caberá à terceira e última parte do presente texto uma reflexão sobre os vazios planeados pelo PUCS, e delineados pelo arquitecto urbanista Etienne de Gröer, à luz de uma leitura critica sobre o seu contributo no futuro do Ordenamento do Território da Costa do Sol, em particular no que concerne ao Município de Oeiras

O presente capitulo ‘A Paisagem da região de Lisboa. A gestão de água nas quintas oitocentistas e o ordenamento sustentado do território suburbano de Lisboa’ promove uma reflexão acerca do papel que os recursos naturais pode prestar para o assegurar de um desenvolvimento mais sustentado. Defende ainda a necessidade de se interpretar os recursos naturais como sendo os elementos estruturadores e moduladores da própria paisagem. Para que isso seja possível, propõe uma identificação dos parâmetros morfológicos que regulam o modelo de gestão territorial, definido pelo papel dos recursos naturais, por forma a permitir identificar um programa de ordenamento para o território em causa, da sua própria modulação e consequente paisagem.
Através de uma caracterização da paisagem suburbana de Lisboa oitocentista, o presente capitulo irá exemplificar a sua abordagem metodológica, identificando os elementos morfológicos que a compuseram o território analisado, e que são aqui defendidos como aqueles que garantiram a gestão de um complexo sistema de ordenamento territorial sustentável, cujo recurso natural primordial foi a água. Analisa-se um território composto por 23 bacias hidrográficas e dissecam-se as regras que geriram o seu ordenamento territorial e urbano, sustentado no recurso água, e cuja paisagem é aqui defendida como uma herança patrimonial e cultural que necessita de ser melhor aferida. Esta, urge de reflexão acerca dos seus ensinamentos, uma vez que orienta importantes lições para futuros modelos de gestão territorial sustentáveis.

Abstract
This paper attempts to contribute to the debate on the responsibility of the urban design discipline in shaping more sustainable urban places, by seeking for more research and a greater body of literature on sustainable planning from an urban morphological perspective and the establishment of methodologies and techniques that contribute to the diminishing of the existing gap between the descriptive and prescriptive theories about urban form. It does this by echoing what could be a possible methodology to allow urban designers to understand not only how the urban environment is formed and transformed over time, through its inherent social economic and physical dimensions, but also it encourages a judgment about the directions of those changes in terms of urban sustainability. Such methodology seeks to allow the understanding of sustainability not as a formula but rather as a contribution to the understanding of the local historical, social and cultural context alongside with the natural environment potentialities and fragilities of the space. Finally, such knowledge will allow the outline of a proposal design that better enhances the urban environment and therefore contributes into its sustainability.

This paper discusses the existing urban-rural dichotomy in Portuguese urban planning, assuming its importance on food-provision, a basic human need. Our analysis stems from an historical overview at two scales, regional and municipal, within the Lisbon Region. Specifically, we identify key changes between two time-periods : the mid-twentieth century, when design-based planning was established in Portugal for larger settlements, and nowadays, when it covers the totality of the national territory, based on land-use. A presente comunicação parte do pressuposto de que para se poder intervir no tecido urbano da cidade consolidada, através de propostas de desenho urbano, é necessário conhecimento aprofundado sobre os comportamentos da forma urbana (Marat-Mendes, 2002). De acordo com a condição anterior e tomando como caso de estudo o Bairro Alto em Lisboa, procura-se identificar, em primeiro lugar, quais os comportamentos da forma urbana do Bairro Alto, registados ao longo do seu processo evolutivo. Em segundo lugar, entender como esses comportamentos são gerados, ou seja, quais as transformações que ocorrem e como estas são provocadas, nomeadamente quais os agentes e contextos geradores dessas alterações na forma urbana do bairro. Em último e terceiro lugar, pretende-se compreender como o processo de desenho urbano pode informar opções metodológicas que contribuam para melhores práticas futuras na intervenção no Bairro Alto.

In the aftermath of the Doorn Manifesto (1954), Team 10 members synthesize their earlier projects into a new urban model: the Cluster City. In 1961, the Lisbon Technical Office for Housing (Gabinete Técnico de Habitação) – GTH was established to support the Portuguese government in solving an ongoing housing shortage. Soon, this new office planned the urbanization of the Chelas Valley, a large suburban agricultural area situated in the East area of Lisbon. This plan tested approaches to neighbourhood planning unprecedented in the municipality. The Zone I of the Plan, by Francisco Silva Dias and Luís Vassalo Rosa (1966) was the first to be implemented, echoing in practice the principles of the Doorn Manifesto. In this essay, we identify the urban forms used in this Plan, and the ‘ground rules’ which structured it and influenced its change over time. This paper draws from research conducted at an ongoing project, ‘SPLACH – Spatial Planning for Change’, which aims to inform a sustainability transition of the Lisbon Metropolitan Area urban planning, towards an improved food system, responding to contemporary cultural concerns. But where does contemporary culture really stand with respect to sustainability? Among many contenders for supplanting postmodernism, we would emphasize hypermodernism, digimodernism, metamodernism and transmodernism, since in many respects, these paradigmatic views are engaged with a sustainability transition. Here, we assess how history, technology and visual culture are valued in contemporaneity. This is done by intersecting our readings of cultural paradigms with key ideas about sustainability, drawn from the SPLACH literature review. Moreover, we highlight opportunities for urban design to accomodate a change towards sustainable urban environments

In recent years, Lisbon Metropolitan Area (LMA) witnessed the occurrence of various initiatives, highlighting an increasing interest and entrepreneurship in transforming the food system, at both municipal and civil society levels. As sustainability demands become increasingly global, it becomes pivotal for planning policy to understand the mechanisms through which urban actors are pioneering these new ambitions. This paper describes how global goals are being materialized by local actors and practices, insofar as their scope aims to transform this region’s food system. Our work is based on a three-fold objective: to characterize such initiatives; study how they’re suggesting new food planning agendas in the LMA; and systematize what possible future planning policy can learn from such insights. "This paper describes an urban reality that took place in Portugal during the dictatorial regime – The New State - of António de Oliveira de Salazar between 1933 and 1974. In particular it shows the results of an ongoing investigation of four major urban interventions implemented in the metropolitan area of Lisbon between 1930’s and 1950’s and that have contributed to the establishment of Lisbon’s urban layout and its natural environment as we know it today. Particular to this paper is the fact that all the above urban examples do contain important ingredients in an account of the rise of the Urban Area of the city of Lisbon and Almada, from the local scale to the regional one. by: Kremesi, C. & Marat-Mendes, T. Abstract: A number of challenges facing Surveys on Regional Architecture are examined. Several of these relate to the multidisciplinary character that needs to be assured by such surveys and the tendency for relevant disciplines as architecture, geography and sociology to be poorly connected. The issues discussed, a number of which are prominent more widely within the social sciences, arts and humanities; include poor communication between different disciplines; underrepresentation of methodological frameworks; the tendency for studies to neglect experiences of previous surveys from different disciplines; and the poor relationship between research and practice. By exposing a comparative analysis of five examples of international morphological methodological approaches, explored as tools of regional architectural surveys, this presentation aims to contribute to the success of a leading attempt to meet the challenges of a review on the ‘Inquérito à Arquitectura Regional em Portugal’. Finally, this presentation aims to examine the contributions of the urban and architectural morphological analyses as proposed in particular examples of vernacular architecture surveys as explored in Germany, France, Italy, England, and Greece in order to evaluate and counterpart the methodological background that has contributed to shape the Portuguese Survey on Vernacular Architecture. With that we aim to expose i) the significance of a morphological framework for a an architectural survey; ii) the Portuguese tradition on architectural surveys prior to the ‘Popular Architecture in Portugal’; iii) the significance of the divulgation of such kind of surveys to the contemporary century architecture and architectural thought; iv) the contribution of the divulgation of the surveys, but also of the conclusions of the methodological approaches applied in such work; in order to v) better inform technicians but also the population in general; and therefore vi) contribute to a real policy of cultural program for future generations.

"This paper introduces the debate of climate change and urban design by calling attention to the importance of reading the parameters of urban form, i.e., the ground rules or urban arrangements, that when allocated appropriately, enable change to occur within the urban layout and that at the same time contribute to more sustainable urban forms. Nevertheless, by challenging the debate of climate change and urban design into areas wherein strong urban tensions have been caused by the phenomenon of the ‘diffuse’ and ‘sprawl’, this paper proposes a fresh insight into the discipline of urban design, at a time when a widespread demand for renewal in this discipline is being claimed. Indeed, such process as the ‘diffuse’ and ‘sprawl’ have demanded for different and new forms of action from those of the traditional urban models, as these have been claimed to no longer respond according to the idea of an original nucleus around which a succession of urban expansions and transformations took place. Moreover, the recognition of new qualities in the natural environment enables us to understand forms of human settlement more dynamically, as part of more general ecological systems. As a consequence, the view of nature as something “external” to the urban settlement is open to revision. By drawing upon evidence from a number of cases in the suburb area of Lisbon, and by confronting them to the urban arrangements within the city, this paper proposes, the identification of the urban morphological parameters that have better respond to the control of climate change, from the resources management point of view, in Lisbon region. Thus, by proposing a comparative analysis of a vast number of case studies within the Lisbon area, this paper aims to demonstrate how did the impact of subterranean and surface water management have determined specific urban morphological parameters of urban design, by addressing an understanding of urban morphological parameters from a fresh perspective, i.e., by recognizing the measures of urban form that have better optimize performance across whole systems and whole life cycles. The emphasis attributed to the identification of the dimensions of the urban form layout and the real scale of the ecological impacts in the urban planning process, thus appear to be all important and reveal an urban agenda that should be recovered in urban design curricula. This Agenda embraces recognition of land use planning with great respect to the biophysical environment – such as climate, soil, and vegetation, in order to enhance an appropriate exploitation of its natural resources. Understand the most adequate manner to approach such knowledge is determinant to extract the lessons that we must learn when addressing new proposals of urban design. Abstract The consumption and production of food products in the municipality of Lisbon in the 1890–1900 decade is assessed with the support of historical cartography and statistical resources. For the first time, food production in a municipality in the turn to the twentieth century is accounted and simultaneously subject of a visual analysis of the land used for agriculture and of the water infrastructures that supported such uses. Agriculture occupied at least 40 % of the territory of the city, while the built environment occupied no more than 16 % of the territory. However, local production of food was far from supplying most of the citizens’ needs, and substantial food imports were needed. In this context, the municipality behaved like a heterotrophic system, highly dependent on the external supply of resources. Moreover, comparing to other European cities at the time Lisbon was facing in the end of the nineteenth century a late and slow transition from an agrarian social metabolism to an industrial one, suggesting that Lisbon was still relatively high-solar-powered as compared to other European cities at the time that were already highly fossil-fuel-powered.

""O presente texto refere-se à comunicação O PUCS e os vazios Planeados: Novas oportunidades para o ordenamento sustentado da Costa do Sol apresentada na Conferência Plano de Urbanização da Costa do Sol – Uma Visão Inovadora para o Território , que teve lugar em Oeiras a 27 de Setembro de 2008, no âmbito das Jornadas Europeias do Património 2008. Alicerçou esta comunicação a oportunidade promovida pela Câmara Municipal de Oeiras na organização de uma conferência sobre o Plano de Urbanização da Costa do Sol, assente numa abordagem de valorização e protecção patrimonial, e em particular o convite que me foi formulado pela Professora Doutora Margarida Pereira, a coordenadora científica desta iniciativa, no sentido de apresentar uma comunicação que reflectisse acerca das oportunidades proporcionadas pelo PUCS, nomeadamente no território que integra o concelho de Oeiras. Assim, pretendeu-se através desta comunicação oferecer uma leitura renovada sobre os vazios planeados, pelo arquitecto urbanista Etienne de Gröer, para a Costa do Sol na década de 40 do sec. XX, aquando da realização do Plano de Urbanização da Costa do Sol (PUCS), dar a perceber qual o resultado desses vazios 60 anos depois, e identificar as oportunidades que esses mesmos vazios nos potenciam hoje, do ponto de vista de um ordenamento sustentado do território. O PUCS considerado por vários autores como o primeiro plano nacional de ordenamento sub-regional, é também defendido como tendo sido uma oportunidade para que o arquitecto urbanista Etienne de Gröer pusesse em prática os princípios técnicos da Cidade Jardim. Contudo, embora muito se tenha escrito sobre os diversos planos (parciais) do PUCS, pouco se tem avançado no que se refere sobre a articulação que esses mesmos planos estabeleceram com o meio natural planeado por Etienne de Gröer para o PUCS – os vazios. Por forma a responder aos objectivos propostos, o presente texto encontra-se organizado em três partes. A primeira parte procederá a uma análise contextual e programática do PUCS, incidindo sobre os seus antecedentes, o significado de “vazios planeados” e os modelos de planeamento que influenciaram o arquitecto urbanista Etienne de Gröer na realização do PUCS, nomeadamente no que se refere aos ‘vazios planeados’ localizados entre os diferentes Planos de Urbanização e que compõem na sua totalidade a unidade que se constituiu como sendo o Plano de Urbanização da Costa do Sol. Numa segunda parte, enuncia-se de forma sumária, um conjunto de modelos de verde urbano no planeamento urbano, que atribuíram ao verde urbano um papel tão significativo quanto aquele atribuído por Etienne de Gröer no PUCS. Caberá à terceira e última parte do presente texto uma reflexão sobre os vazios planeados pelo PUCS, e delineados pelo arquitecto urbanista Etienne de Gröer, à luz de uma leitura critica sobre o seu contributo no futuro do Ordenamento do Território da Costa do Sol, em particular no que concerne ao Município de Oeiras ""

ABSTRACT The main aim of this chapter is to demonstrate ways in which the urban territory, including urban-rural areas and suburbs, can be transformed into a social, economic and environmental opportunity to transform their current unsustainable urban metabolism into a sustainable one. Moreover, it aims to reflect on the solutions of new urban configurations that such metabolic transformations do provide. In order to do so, this paper is organised in two parts. The first part addresses the issue of sustainability throughout a critical review of the available body of knowledge that has encompassed the field of urban form analysis against its contribution to sustainability. The second part aims to reflect of the Urban Metabolism and expose an analysis of a specific case study, Vrin, located in Switzerland, while exhibiting the results of a successful urban-rural transformation that have coped with processes of economic, social and environmental changes, but that has also proved to provide a new urban-rural configuration imposed by a change of urban metabolism to guaranty Vrin’s survival and sustainable transformation.

ABSTRACT The main aim of this paper is to describe the way urban morphology can be taught in an academic environment so as to address the consequences of the modern way of life imposed by processes of urban development, while presenting an analysis of Portuguese reality. To do that, this paper is structured in four parts. The first part introduces the present situation of the Portuguese academic reality regarding the teaching of urban morphology, while offering a brief portrayal of the Portuguese institutes of higher education that incorporate the study of urban form, based on their curricula. The second part presents a specific case study while describing how urban form has been studied at ISCTE for the past 17 years, allowing it to be included in the national range of significant knowledge of urban morphology. The third part of this paper goes back to the origins of the actual academic situation, while: i) analysing the introduction of ‘urban morphology’ in the Portuguese academic curricula of architecture, by law 34:607 in 1945; and ii) briefly analysing the Portuguese cultural and political context at the time this law was decreed. The fourth part exposes the role of the 1948 National Congress of Architecture in this process, and finally, the influence of the law in the teaching of urban morphology at Portuguese Architecture courses, but also its implications in urban practice.

O Levantamento da Planta de Lisboa, elaborado por Júlio António Vieira da Silva Pinto (1860-data desconhecida) e Alberto Sá Correia (1874-1937) entre 1904 e 1911, resulta de um concurso promovido pela Câmara Municipal de Lisboa. Deste levantamento chegaram até nós 249 cartas (escala 1/1.000) que se encontram disponíveis no Arquivo Municipal de Lisboa. A publicação deste conjunto documental bem como o seu acesso em formato digital4 constituem importantes objetos de estudo. Da análise destes diferentes elementos cartográficos, não foi possível até à data identificar a legenda do Levantamento da Planta de Lisboa. O conhecimento dessa legenda contribuiria, certamente, para um melhor entendimento do levantamento de Lisboa realizado no início do século XX, e neste sentido para um aprofundamento da sua História Urbana. This paper reviews the development of Costa do Sol, as planned by architect urbanist Alfred-Donat Agache, for Lisbon Region in Portugal. The Plano Expansao Regiao Oeste de Lisboa (1934-1936) prepared by Agache and requested by Portuguese Minister of Public Works, Duarte Pacheco will be analyzed. This paper aims also to identify the principles and the theoretical foundations that have determined Agache urban vision for Lisbon City and its Territory. Finally, this paper aims to demonstrate that Alfred-Donat Agache methodological framework has applied Frederick Le Play socio-economic scientific approach. Such approach has informed the construction of a ‘civic’ urbanism that will be identified and analyzed. O presente artigo procura contribuir para um melhor conhecimento acerca da investigacao cientifica e tecnica em ‘Arquitetura e Urbanismo’ desenvolvida no Laboratorio Nacional de Engenharia Civil (LNEC) e publicada, a nivel nacional, fora desta instituicao na imprensa portuguesa da especialidade. Este estudo centra-se no levantamento de artigos assinados por tecnicos desta instituicao publicados nas revistas Arquitectura (1946-1984), Binario (1958-1977) e Tecnica (1946-1983). No panorama editorial portugues, estas tres publicacoes periodicas foram as que, entre os anos 40 e 80 do seculo XX, mais contribuiram para a divulgacao de tematicas relacionadas com a arquitetura e a engenharia, tendo ainda permitido, conforme aqui se relata, a publicacao de alguns estudos desenvolvidos no LNEC, expondo-os a uma maior audiencia.

The principal aim of this research is to evaluate the physical dimensions of urban forms that have had the ability to change and adapt over time. By a comparative analysis of three historical examples of planned urban development this research seeks to identify some practical reasons for their sustainability. These are Lisbon’s Baixa by Eugénio dos Santos and Carlos Mardel in 1756, Edinburgh’s first New Town by James Craig in 1767, and Barcelona’s Ensanche by Ildefonso Cerdà in 1855.
This research attempts to identify the physical qualities, or ‘ground rules’ of urban form that have exhibited an ability to accommodate change. These ‘ground rules’ govern order and complexity, shape, size, dimension and spatial arrangement; properties that appear to determine flexibility and adaptability over time and as such possess qualities of sustainability that need to be understood. The analysis includes changes of use and ownership that do not necessarily manifest themselves in a physical manner.
The results show that some examples have adapted their original built forms to new uses, while others have modified their original built forms while maintaining the urban framework intact, thereby demonstrating that they possess the capacity of change without having to change themselves.
The results show that there is an association between the arrangement of urban form and the ability to change at different levels of sustainability; that space is an asset that permits change to occur; that certain socio-economic factors generate specific physical changes; and that change can occur without being physically apparent, thereby confirming the success of a plan’s formative ‘ground rules’. Consequently, when the impact of change becomes more apparent, there is a need for controls to maintain the plan and that urban forms where changes have occurred in a less obvious manner appear to be the most sustainable ones. The ‘ground rules’ for this form of sustainability would appear to be more universal than has hitherto been recognised.
The research concludes by assessing the performance of the three case studies in terms of sustainability and argues that adoption of the methodology of the study would assist all those concerned about the sustainability of urban development proposals.

Objective: Develop a comparative analysis of the metabolic behaviour of the Lisbon Metropolitan Area in different historical periods (from pre-industrial period to the present) and therefore assess the behaviour of urban form (generically) to the metabolic system in use in its own historical period under review. Additionally it is intended to identify elements of urban form in particular historical moments that were determinant to transform material and water flows in the city. The city urban structure will be assessed based on methodologies provided by (i) urban Material Flow Accounting research, ii) substance flow accounting and (iii) assessment of the morphological evolution of the urban form. Such assessment of the evolution of urban metabolism aims to evaluate drivers and successful responses to transform the current metabolism promoting a more sustainable urban environment.
