Clarify in build manifests that tasks can be a list of dictionaries.

All the examples give this as a list of dictionaries, and all my own
manifests do this, so the existing documentation could be wrong about
it accepting a list of strings. I've left it in, but if this is wrong
then the mention of list of strings should be removed.
