The new NSS correctly acknowledges tensions between some U.S. policies and declares that China poses a greater threat than other rivals. However, the document does not fully grapple with constraints or explain where or how the U.S. will make hard choices.

The NSS deemphasizes the role of the U.S. military in the Middle East, a good step toward setting priorities. However, this change is not enough to resource the vision of domestic renewal and continued U.S. security leadership in Europe and Asia.

For example, the NSS acknowledges it's harder to cooperate on shared challenges like climate change in the context of strategic competition. But it does not explain how the U.S. will navigate tensions between these aspects of U.S. policy. twitter.com/MirandaPriebe/…

A great point with broader lessons. By the time the decisive decade is decided, much of the stuff in the US defense plan will remain in the pipeline. A new criterion: Go through the FYDP, highlight everything that won't be operational w/in +/- 5 years, and apply a value penalty

If the US National Security Strategy is right in judging that “in competition with the PRC … the next ten years will be the decisive decade” then by the time AUKUS SSNs arrive the contest will have been decided.

Russia regularly sends signals to the West through limited military actions that fall short of direct aggression. Our research provides a better understanding of Moscow's motivations, and guidelines for assessing future events.

Russia's mobilization and illegal annexations should make one thing clear to the West, say RAND experts: Any viable path to a peace settlement is now gone, and anything short of Ukrainian victory will lead to a worse outcome for the international order.

"Americans tend to see much of the nuclear deal's collapse as about us. But if Iran is not able to come to terms with the United States to revive it (which seems increasingly likely), this time it may be more about them."

Five years after Hurricane Maria, why is Puerto Rico seeing widespread power loss? What solutions might improve electric resilience? And what are the implications of climate change for rebuilding the island's infrastructure? New Q&A with RAND experts:

This is timely and important research from colleagues on Chinese and Russian i@press ions of US space activities. There is more work to be done to avoid unintended escalation while ensuring stability and, yes, RAND is on it.

1/ The U.S. appears to be able to more effectively manage its space relationship with Russia than China. This is due to an extensive history of U.S. and Russian activities in space; a history absent in the U.S.-China relationship. bit.ly/3Cl3ZPX
