‪Today, Chairman Pai circulated new draft rules permitting unlicensed devices to operate in the 6 GHz band. The proposed rules would make 1,200 megahertz of spectrum available for unlicensed use. Unlicensed devices would share this spectrum with incumbent licensed services under rules that are crafted to protect those licensed services and to enable both unlicensed and licensed operations to thrive throughout the band. ‪Today, Chairman Pai proposed establishing a #5G Fund for Rural America, which would distribute up to $9 billion across the country for 5G connectivity. The 5G Fund would specifically target rural areas that would not see timely deployment of 5G service absent support and are not likely to be covered by the T-Mobile transaction commitments. ‪Today, the FCC has announced extensions of key E-Rate service implementation and filing deadlines to provide relief to program participants affected by the COVID-19 outbreak. These extensions will alleviate administrative and compliance burdens on schools and libraries and enable them to focus on transitioning to remote learning during the pandemic. Given the disruptions caused by COVID-19, today’s order waives the service implementation deadline for special construction for all funding year 2019 applicants and extends this deadline by one year, from June 30, 2020 to June 30, 2021. Prior to today's Open Commission Meeting via teleconference, the Commission adopted the proposals on the meeting agenda. The commission advanced proposals to help combat spoofed robocalls, support access to popular local TV options on cable and satellite, provide greater flexibility for broadcasters in support of Next Gen TV or ATSC 3.0, revise the process for program carriage disputes, and eliminate some obscurely worded line items from consumer phone bills. The FCC has adopted new rules requiring implementation of caller ID authentication to combat spoofed robocalls. This authentication will use technical standards known as STIR/SHAKEN which enables phone companies to verify that the caller ID information transmitted with a call matches the caller’s number. Widespread deployment of STIR/SHAKEN will reduce the effectiveness of illegal spoofing, allow law enforcement to identify bad actors more easily, and help phone companies identify calls with illegally spoofed caller ID information before those calls reach their subscribers.

‪The March Open Commission Meeting will begin at 10:30 am ET today. Today the FCC announced an initial allocation of over $87 million from the TV Broadcaster Relocation Fund for low power television (LPTV) and TV translator stations.
