Yes, many of these demands have their roots in the MoU. But several of them (removal of U.S. forces, reconstruction funds, termination of sanctions) were specifically tied to a final deal, and the details of those actions were subject to further negotiations. Iran appears to be

This new statement from Iran's Supreme National Security Council makes clear that "the Strait of Hormuz will not reopen until America corrects its behavior." It then sets out six conditions for the reopening of the strait. A lot of reporting has described these as "new" demands.

The U.S. hoped it could push resolution of the Strait onto Oman and Iran. Tehran clearly signaling here that won’t fly. If you’re wondering who is “winning” and who is “losing” the war, just look at which side is insisting on maximalist demands.
